It is better for you to be the one to initiate the deal. This means that you should weed out first whether this customer is someone who fits with your service description. Give them a survey. If the client answers the survey in a manner that makes them fit for your service, then you can go ahead with the negotiations.

A rate card will be helpful for you. This marketing document should give your clients a glimpse of the huge difference between a service that is pay-as-you-go or contractual. You can highlight the benefits you can give as well. You can so easily use your rate card as your leverage in this business.
